Of particular interest are the following:

- The date the Camden County Executive Superintendent job was posted along with the full job description
- The date Ms Rodriguez applied for the position of Camden County Executive Superintendent along with her application itself and all supporting documents
- The date(s) of her interview(s) and the people with whom she met as well as any notes taken during the interview(s) or any post-interview summaries or memos
- The date the offer of employment for Camden County Executive Superintendent was extended to Ms Rodriguez and the offer letter itself
- The date the offer of employment for Camden County Executive Superintendent was accepted by Ms Rodriguez and the format and contents of that acceptance

Please be advised that Department of Education has no records responsive
to item number 1 of your request.

 

The remaining items of your request must be denied to the extent they seek
personnel records exempt from disclosure under N.J.S.A. 47:1A-10 and/or
N.J.S.A. 47:1A-9 and EO 26.  “[T]he personnel or pension records of any
individual in the possession of a public agency, including but not limited
to records relating to any grievance filed by or against an individual,
shall not be considered a government record and shall not be made
available for public access.”  N.J.S.A. 47:1A-10.  The Department is only
permitted to disclose information that falls within the narrow exception
to this exemption that includes “an individual's name, title, position,
salary, payroll record, length of service, date of separation and the
reason therefor, and the amount and type of any pension received.”  Ibid.;
Kovalcik v. Somerset Cty. Prosecutor’s Office, 206 N.J. 581, 593 (2011). 

 

Notwithstanding the foregoing, and in accordance with EO 26, please find
attached Ms. Rodriguez’s resume, which has been redacted to remove
personally identifiable information where disclosure would violate an
individual’s reasonable expectation of privacy.  N.J.S.A. 47:1A-1;
N.J.S.A. 47:1A-1.1; Rodriguez v. Kean University, GRC Complaint No.
2014-106 (June 30, 2015).
