Information Regarding Outsourcing of Housekeeping Services in the Housing Department
Dear Rowan University,
This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
I hereby request copies of the following public records related to the use of outside contractors for housekeeping and custodial services within the housing department at Rowan University:
Request for Proposals (RFP) Documents: All RFPs issued in the past 24 months related to housekeeping or custodial services for the housing department, including the dates of issuance and submission deadlines.
Contracts and Agreements: Copies of all contracts, agreements, and MOUs between the university and any third-party contractors engaged to perform housekeeping or custodial services within the housing department, including the names of the contractors and the specific scope of work.
Bids and Proposals: All bids or proposals submitted in response to the aforementioned RFPs, along with any evaluation criteria or scoring documents used to select the contractors.
Any compliance reports, performance evaluations, or inspection records related to the contractors’ work, including records of complaints and resolutions.

Rowan University received the below September 2, 2024, OPRA request where in you sought the following related to outside contractors used for housekeeping and custodial services at Rowan University:
1. Request for Proposals (RFP) Documents: All RFPs issued in the past 24 months related to housekeeping or custodial services for the housing department, including the dates of issuance and submission deadlines.
2. Contracts and Agreements: Copies of all contracts, agreements, and MOUs between the university and any third-party contractors engaged to perform housekeeping or custodial services within the housing department, including the names of the contractors and the specific scope of work.
3. Bids and Proposals: All bids or proposals submitted in response to the aforementioned RFPs, along with any evaluation criteria or scoring documents used to select the contractors.
4. Any compliance reports, performance evaluations, or inspection records related to the contractors' work, including records of complaints and resolutions.
Rowan University is responding with the RFP, Vendors Proposals, Award Letter, and Score Sheet. However, due to the large nature of the response, the files cannot be shared through email. In cases like these, Rowan uses either Google Drive or FileLocker. Please advise if you are able to access documents using either of these portals and if you have a preference on which one is used. If neither is acceptable to you, please provide another way you would like the files sent to you.
As you may know, OPRA requires a response within seven business days, in this case that would be tomorrow, September 12, 2024. Rowan's time is suspended until we hear back from you regarding the above.

Google Drive would not accept your email address. So, the files were shared with you via FileLocker instead. Please confirm your receipt of the files and if you were able to view them. Please be aware that FileLocker will only allow access until September 18, 2024. After that, you will not be able to access the records.
