Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

Rowan received your requests (below) for incident/arrest reports related to incident reports for all arrests made by the Rowan University Police Department on 09/07/2023. Rowan located two incident reports-23-034342 (DWI) and 23-034484 (Theft) which fall within the scope of your request
Access to the Report in 23-034484 (Theft) which is related to a criminal matter is denied. Incident reports related to crimes are exempt in their entirety as they are not considered a government record under OPRA. N.J.S.A. 47:1A-1.1; N. Jersey Media Grp., Inc. v. Twp of Lyndhurst, 229 NJ 541 (2017); and Jatamoni v. East Brunswick Police Dept., GRC No. 2022-665 (2025).
The incident report in 23-034342 (DWI) is attached with the following additional redactions: personal information including witness or non-involved parties’ names, all home addresses and dates of birth as per N.J.S.A. 47:1A-1.1 and Burnett v. Cnty. of Bergen, 198 N.J. 408 (2009).
