I CERTIFY AS FOLLOWS:

1. I am not currently incarcerated.

2. I have not been convicted of an indictable offense under the laws of this State, any other state, or the United States.

3. This OPRA request is not being made for commercial purposes.

4. I am requesting records for lawful purposes, including public oversight of local government compliance with State law.

RECORDS REQUESTED:

I. POLICIES AND DIRECTIVES

1. All written policies, directives, general orders, standard operating procedures, memoranda, or guidance documents currently in effect or in effect at any time since January 1, 2020 governing:

◦ cooperation or non-cooperation with federal immigration authorities, including ICE, CBP, or DHS;

◦ responses to immigration detainers, notification requests, transfer requests, or civil immigration warrants;

◦ access by federal immigration authorities to municipal facilities, databases, equipment, or detained individuals.

◦ If no records exist, identify which department(s) were searched.

2. All records reflecting Mansfield Township’s adoption, implementation, or internal review of:

◦ the Attorney General’s Immigrant Trust Directive; and

◦ the New Jersey Immigrant Trust Act (S3672/A4987).

II. AGREEMENTS AND COMMUNICATIONS

3. All agreements, MOUs, contracts, letters of understanding, or informal arrangements entered into, modified, renewed, terminated, or voided since January 1, 2020 between Mansfield Township (or its Police Department) and any federal immigration authority, including ICE, CBP, or DHS (If no records exist, identify which department(s) were searched).

4. All correspondence (including emails) from January 1, 2020 to present between Mansfield Township officials or employees and federal immigration authorities that concerns (if no records exist, identify which department(s) were searched.):

◦ immigration enforcement assistance;

◦ detention, notification, transfer, or interview requests;

◦ access to municipal facilities or databases.

◦ If no records exist, identify which department(s) were searched.

If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference. If any record is withheld or redacted, identify the specific statutory basis for each withholding as required by law. If no responsive records exist, please provide a written certification of non-existence.
