The Township of Lakewood received your Open Public Records Act

The Township is unable to s earch for permits without a specific
address block and lot. At this time, we request clarification of
your OPRA request. Please respond in writing and identify the
specific addresses or the block and lots so that we may process

2. Physical copies of checks are not maintained. If you are seeking a different record please advise what you are seeking.
3. We are unsure what you are referring to as a "copy of a process". At this time, we are seeking clarification. Please identify the specific government record you are seeking. There is no physical application or permit issued, no record on file.
4. Attached, please find the notice. What document are you referring to when you state "bid awarded"? OPRA is not a research tool to force government entities to identify and siphon off information. See Bent v. Stafford Police Department, 381 N.J.Super. 30, 37 (App. Div. 2005). Your request does not identify a specific government records but rather picks a topic and then asks the Township to research whether or not any of these records exist. You are more than welcome to schedule an appointment to come and review the minutes from the township committee meetings to identify what you are seeking. Please clarify your request to name an actual document.

in the township ordinance about digital billboards it says you need to fill out a special permit at the clerk ( besides zoning and building etc.) im trying to get a copy of that application and process and also a copy of permits issued for billboards thru that permit process
and in terms of payments yes a record will suffice - there is a permit fee of 500 a year and other fees associated so trying to get a record of those fees for the years stated

NOTICE OF AUCTION FOR THE CONSTRUCTION ANDMAINTENANCE OF (5) ELECTRONIC DIGITAL BILLBOARDS
FOR THE TOWNSHIP OF LAKEWOOD
PLEASE TAKE NOTICE that by Ordinance No. 2016-11 the Township of
Lakewood established a process to issue a permit for the construction and maintenance of
an electronic digital billboard.
The Township of Lakewood will conduct a public sale by way of public auction
for the issuance of a total of five (5) permits for electronic digital billboards each to be
auctioned individually on June 2, 2016 at 7:15 p.m. at the Lakewood Township Municipal
Building, Auditorium, 231 Third Street, Lakewood, New Jersey. The minimumacceptable bid for each permit for the electronic billboard is One Thousand Dollars and
00/100 ($1,000.00). The Township of Lakewood reserves the right not to accept any bid
and to reject any and all bid offers.
Bids shall be accepted only from qualified bidders and the bid shall include a fee
for the permit, as well as reserving a certain amount of time, daily, for public service
announcements as desired by the Township of Lakewood.
The public auction for both the price of the permit and the reserved time for public
service announcements for the same permit will be done simultaneously. All prospective
bidders must submit qualifications and experience to the Municipal Clerk no later than
five (5) business days prior to the date of the bid opening. The deadline for submission
of that information is May 25, 2016.
The auction for the permit may be postponed or cancelled at any time by the
Township prior to the date of the action.
All bidders shall submit in cash or certified check ten percent (10%) of the amount
of the bid payable to the Township of Lakewood at the time of bidding. The bidder
whose bid is accepted shall within seven (7) days after the acceptance of the bid submit to
the Township in cash or certified check the balance of the amount of the bid to be held by
the Township. A contract will then be awarded to the successful bidder that will outline
the terms of the sale as well as the reservation for the public service announcements.
Failure of the bidder within seven (7) days after the acceptance of the bid to
deliver to the Township in cash or certified check the balance of the amount of the bid
will result in the bid being declared null and void and the Township will retain the ten
percent (10%) deposit.

In regards to "Who won the bid" that is a request for information not a government record, please name the government record you are seeking. Dear Mr. Jhnson,
We are in receipt of you clarification below dated July 17, 2023 at 5:01 PM, received on July 18, 2023. As such the seven (7) business days to respond is July 27, 2023. This response is being made on July 21, the third (3rd) business day. We have reviewed our correspondence with you regarding this OPRA request, there was at no time a response from the Township indicating that a list of payments existed. There is no list on file, therefore there is no record responsive to the clarification of your request.
We continue to wait for your response of the block and lot numbers which you stated you would be providing for your initial item #1. If you could please provide that, it would be appreciated.
