This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
I am making a records request for internal affairs reports stemming from an IA complaint believed to be filed by Heather Brown on Ptl. Lopez. I am aware that these can be requested under common law right of access. The New Jersey Supreme Court reversed. It held that OPRA does not permit access to internal affairs reports, but those records can and should be disclosed under the common law right of access — subject to appropriate redactions — when interests that favor disclosure outweigh concerns for confidentiality. It is believed that Heather Brown has been maliciously filing IA complaints against officers in an effort to use intimidation through fear/concern of retaliatory fictitious IA complaints meant to bully officers to comply with their demands. I respectfully request any IA complaints filed by the Heather Brown on Ptl. Lopez in the calendar year of 2020.
