Records requested: The body cam footage from Marlboro Police officer C. Vancuren, Badge # 144. The date of the accident that he was on the scene is May 28th, 2026, at approximately 8:10am. The scene of the accident was on county route 520, near the intersection of route 79 in Marlboro, NJ.

I am also, requesting all body cam footage from additional police officers that arrived on the scene of the accident but was not mentioned in the police report.

Invoice for Body Worn Camera / OPRA Request

I am writing in response to your OPRA request for the Body Worn Camera (BWC) footage related to Marlboro Township Police Department case 25ML12949, a motor vehicle crash that occurred on May 28, 2026 at approximately 0811 hrs on Rt. 520 / Rt. 79 in Marlboro Township. Officer’s and EMS personnel responded to the scene to render aid and assistance.

Below is the invoice for the Body Worn Camera (BWC) footage that our officer’s recorded at the scene. The required record research, records review, administrative processing and redactions for this project will take a minimum of 4.0 hours to complete. Please reply to this email by July 07, 2026, indicating whether you would like us to proceed. A prompt response will allow us to begin this project as soon as possible, as we are currently managing a high volume of requests. Once payment is received (details below), the redaction will be completed in a timely manner, and a secure download link will be emailed to you at the email you have requested.

OPRA Response – Body Worn Camera Footage

The requested BWC footage contains material that falls under categories requiring redaction due to privacy and safety considerations. This includes, but is not limited to:
• Images of victims of criminal offenses
• Images of children
• Footage recorded inside residential premises, schools, medical or treatment facilities, or places of worship
• Conversations where deactivation of the BWC was requested but denied
• Sensitive tactical, operational, or law-enforcement-confidential information
• Images of undercover officers or informants
• Screens displaying confidential information on police computer systems
• Other personal, medical, or confidential content

Pursuant to N.J.S.A. 47:1A-5c, the Marlboro Township Police Department is permitted to charge a Special Service Charge when fulfilling requests that require extraordinary time or effort, such as video redaction. The fee below reflects the actual direct cost of providing the redacted footage.

Redactions are required for sensitive content, including visible driver credentials, juveniles, personal cell phone screens, police mobile data terminal displays, officer notes, views of public vehicles at the scene, HIPPA and portions of audio involving officer-to-officer conversations.
