I am requesting Open Public Records information from the NOVEMBER 3, 2020 GENERAL ELECTION.
Dear Gloucester County Board of Elections,
This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
I am requesting information from the November 3, 2020 General Election. I would like to request an electronic copy of all scanned ballot images from the general election, that were included in the tabulation of election results for Gloucester County. This should include all batches from all precincts in Gloucester County, and should include the corresponding ballot logs associated with the tabulators.
If the file is too large to be sent electronically, I would request that it be uploaded to a cloud sharing file (such as Google Drive), or if you prefer, I would be happy to supply the county with a USB device to copy the information.
I am not requesting any personally identifiable information, and this request is for my personal educational purposes only. It will not be used for any type of commercial application.
Thank you in advance for your assistance with my request.
Yours faithfully,
Lynne Lippincott

Dear Burns, Laurie J.,
Good morning and thank you for your assistance with my request.
I did previously file a request for the Cast Vote Record - which was fulfilled in May 2022 - Thank you!
However, this current request that I filed on 6/14/2022 was asking for the scanned ballot images from the Nov. 3, 2020 general election.
Would you please be able to revisit my request of 6/14/2022 and advise if you are able to provide me with this information?
Yours sincerely,
Lynne Lippincott
Ms. Lippincott,

RE: Your Follow-up Open Public Records Act (OPRA) Request
NOVEMBER 3, 2020 GENERAL ELECTION RECORDS
Ms. Lippincott:
In response to your June 23, 2022 follow-up OPRA request made to the County of Gloucester, seeking “… the scanned ballot images from the Nov. 3, 2020 general election”; please be advised this request is denied as overly broad and expansive in scope.
Because of the volume of documents, attempting to retrieve and review responsive records for exclusionary content would "substantially disrupt agency operations." In such circumstances, the applicable OPRA statute, N.J.S.A. 47:1A-5(g), permits the government agency to deny access to the records.
Under N.J.S.A. 47:1A-1 et seq. (see Lagerkvist v. Office of the Governor, Docket No. A-0250-14T3), a requester is obliged to identify the specific government documents sought with some particularity, thus enabling government to maintain transparency while completing necessary day-to-day functions.
If you can narrow or otherwise limit the scope of this request to more specifically identify the election records sought, or better identify as to your intent; please submit an amended request and the office will process that request as expeditiously as possible.
This communication is being transmitted electronically to expedite delivery at your request. This concludes the County’s response in this matter.
