Historical Police Incident Report - February 16, 1999 Shooting on Delavan Ave

Dear Newark City,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Under the New Jersey Open Public Records Act, I am requesting the initial police incident report, responding officers' narrative summaries, crime scene logs, and dispatch records regarding a domestic shooting incident that occurred on the morning of Tuesday, February 16, 1999.Location: An apartment building on Delavan Avenue, near Lincoln Avenue, Newark, NJ (2nd Precinct jurisdiction).Dispatch Timestamp: The initial 911 dispatch log was initiated at exactly 9:34 a.m.Victim: Veronica Quinones (Age 26 at the time), who survived the shooting.Suspect: Mario Bayez (also known as Felix Martinez or Salvador Bayez).Following the shooting, the suspect fled the state, triggering a multi-jurisdictional dragnet involving Newark police, NJ Transit, and the Port Authority. I am requesting the public factual response narratives and basic precinct logs. I understand that private personal medical information or victim-identifying records will be redacted in accordance with the law.
