The University would only maintain records relating to this address from
January 2024 forward, when it entered into an agreement with the Borough
of Highland Park.

For that time period, there are 35 incidents associated with this address.
Audio recordings (both radio transmissions and telephone calls) are
retained for only 181 days. Therefore, any audio recordings older than 181
days are no longer available due to the University's records retention
schedule.

Please note that responding to the portion of the request seeking audio
recordings would require substantial staff time to locate, review,
retrieve, and redact responsive records. As a result, there would likely
be significant special service charges associated with fulfilling that
portion of the request. Please let us know if you wish to proceed with the

Dear ,

Please accept this letter as the University Custodian of Records response
to your request for records pursuant to the Open Public Records Act
(“OPRA”). On June 15, 2026, this office received your request for the
following:

“I previously submitted an OPRA request to the Borough of Highland Park
for emergency response records associated with the property at 220 South
4th Avenue, Highland Park, NJ. The Highland Park Police Records Department
responded that, under the shared-service agreement between Rutgers
University and the Borough of Highland Park, CAD reports, 9-1-1 call logs,
and radio transmissions for Highland Park police, fire, and EMS dispatches
are maintained by Rutgers University and must be requested directly from
Rutgers. This request is made pursuant to that referral.

RECORDS REQUESTED

For the property located at 220 South 4th Avenue, Highland Park, NJ 08904,
for the discrete time period beginning January 1, 2019 through the date of
fulfillment of this request, please provide the following records
maintained by the Rutgers University Police Department / Shared Services
Emergency Communications Center:

1. All Computer-Aided Dispatch (CAD) reports and dispatch log entries
documenting any police, fire, or emergency medical services (EMS) call
dispatched to, originating from, or referencing the above address.
Requested fields include but are not limited to: incident/CAD number,
date, time received, time dispatched, time on scene, time cleared, call
type / nature code, narrative or incident notes, disposition, and units /
agencies dispatched (Highland Park Police, Highland Park Fire Department,
Highland Park First Aid Squad, or any mutual-aid responder).

2. All 9-1-1 call log entries documenting any call originating from or
referencing the above address. Requested fields include but are not
limited to: date, time, call disposition, agency dispatched, and
incident/CAD reference number.

3. Radio transmission logs (metadata) identifying any radio traffic
associated with the CAD incidents responsive to items 1 and 2 above. I am
not requesting the underlying audio files at this stage; I will submit a
follow-up request for specific audio recordings once I have identified the
relevant incident numbers from the CAD records produced.

REDACTION REQUEST

I am requesting these records with all personally identifiable information
redacted. Specifically, please redact:

- Names of all private individuals (residents, callers, complainants,
victims, witnesses, suspects, and any juveniles)

- Dates of birth, Social Security numbers, driver's license numbers, and
license plate numbers

- Personal telephone numbers and email addresses

- Any information protected by Daniel's Law (N.J.S.A. 47:1B-1 et seq.),
HIPAA, the Crime Victim's Bill of Rights, juvenile information protected
under N.J.S.A. 2A:4A-60, or otherwise exempt under OPRA

I am interested in the occurrence of calls for service at the address —
call type, date, time, disposition, and responding units — not in
identifying any individuals involved. Names and identifiers of sworn
officers, dispatchers, and other public employees acting in their official
capacity should remain unredacted to the extent permitted by law.

FORMAT AND DELIVERY

My preferred delivery method is electronic. For CAD reports and 9-1-1
logs, PDF or — where structured data is available — CSV or Excel. If the
volume of records makes attachment impractical, a secure download link or
portal upload is acceptable.

SEVERABILITY

If any portion of this request is deemed exempt, please produce the
remaining non-exempt records and provide a specific statutory basis for
any withholding or redaction, identifying which records or portions are
being withheld.

CUSTODIAN FORWARDING

If any of these records are maintained by a different custodian within
Rutgers University (for example, Rutgers University Emergency Services
rather than RUPD), please forward the relevant portion to the appropriate
custodian and notify me.

Please confirm receipt of this request.

as attachments. Please confirm you have received this request. If you are
not the custodian of records, please forward my request to that person and
provide their email address to me for future reference.

The University has reviewed your request. The responsive document(s) with
redactions made for privacy is available to you through the Rutgers
University Open Records Center. The redactions were made to protect
information that is exempt from public disclosure, including personal
medical information. OPRA recognizes a public agency's obligation to
protect individuals' privacy interests, stating that agencies have "a
responsibility and an obligation to safeguard from public access a
citizen's personal information with which it has been entrusted when
disclosure thereof would violate the citizen's reasonable expectation of
privacy." Serrano v. South Brunswick Twp., 358 N.J. Super. 352, 368 (App.
Div. 2003).

In addition, medical information protected by the Health Insurance
Portability and Accountability Act of 1996 (HIPAA) is confidential and
exempt from disclosure under OPRA. See N.J.S.A. 47:1A-1.1.

Accordingly, the records have been produced with only those redactions
necessary to protect information that is exempt from disclosure under
applicable law.
