In the 9-10-2025 work session Amy Martin referenced an email that Kristine Morikeo sent to the council stating that health insurance costs will be going up 36% this year. Please send this email .
Martin's exact quote was: "but what worries me is especially because we just got the notice that Kristine forwarded to us from the mayor's group yesterday that in fact the health insurance is going up 36%."

State Health Benefits Plan Update
Here are the key updates from this past week regarding the State Health Benefits
Plan (SHBP) and upcoming changes for municipalities still in the program:
• Rate Increases Approved: SHBC adopted a 36.5% premium increase for Local
Governments and 19.7% for State employees for Plan Year 2026.
• Budget Requirement Repeal: The Governor’s Office will seek to repeal FY 2026
budget language mandating $100M in savings, reducing the target to $75M.
• Deductible Changes: New $110 in-network/$220 family and $750
out-of-network/$1,500 family deductibles for plans with lower amounts.
• Out-of-Pocket Maximums: New $2,500 individual/$6,000 family out-of-network
maximums for plans with lower limits.
• New Co-Pays: Added co-pays for GLP-1, generic, brand, specialty medications,
lab visits, and imaging.
• Other Plan Adjustments: Limits on out-of-network physical therapy visits,
incentives for in-network surgical centers, and expansion of the Centers of
Excellence program.
• No Member Contribution Increase: Members will not see escalator increases in
contributions for Plan Year 2026.
• Next Steps: The Plan Design Committee will vote on changes by September 30,
2025; a Transition Working Group will review long-term cost containment
strategies.
NJCM has launched a HIF Task Force to explore the pros and cons of joining a
Health Insurance Fund (HIF) for municipalities not currently enrolled.

Help Shape Policy in Trenton
Last month we invited you to join one of NJCM’s newly organized Legislative
Subcommittees. These subcommittees give mayors a direct, bipartisan platform to
shape policy, strengthen NJCM’s advocacy efforts, and ensure local priorities
are front and center in legislative discussions.
In August, all of the subcommittees came together for a joint meeting. Beginning
in September, they will convene in their respective areas of focus to advance
discussion and policy priorities.
