Dear Collingswood Board of Education,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:

Under the New Jersey Open Public Records Act (N.J.S.A. 47:1A‑1 et seq.), I am requesting all records related to the $1.9 million SAMHSA grant awarded to the Collingswood School District by the U.S. Department of Health & Human Services.

This request specifically includes, but is not limited to:

1. A full breakdown of how the grant funds were allocated and spent, including salaries/benefits, programs/services, materials/equipment, contracted services, and professional development.

2. Any internal or external reports, audits, or evaluations on the use of these funds.

3. Board meeting minutes, presentations, or documents discussing the planning, allocation, or use of the grant.

4. All internal memos, emails, or correspondence detailing instructions, guidance, or decisions regarding how to use or allocate the grant funds regarding any employees, contracted employees, prospected vendors, board member communication.

These records are requested in electronic format (PDF or Excel preferred). If any fees apply, provide an estimate before processing. I request a waiver of fees to the extent permitted by law, as this request is made for public accountability.

I expect a timely response as required by OPRA (7 business days). If any part of this request is denied, provide the specific legal basis and release all non-exempt portions immediately.

Failure to provide these records could impede public oversight of federal funds awarded to the district.

Dear Collingswood Board of Education,

Please pass this on to the person who conducts Open Public Records Act reviews.

I am writing to formally request an internal review of the Collingswood Board of Education’s handling of my OPRA request titled “Grant Spending.”

As you are aware, under the Open Public Records Act (N.J.S.A. 47:1A-1 et seq.), public agencies are required to respond to OPRA requests within seven (7) business days unless an extension is justified and communicated in writing. To date, I have not received a complete or timely response to my request, which raises concerns about compliance with OPRA requirements.

I am requesting that the Board conduct a thorough internal review to ensure my request has been properly handled and that all responsive records are provided without further delay. Please confirm receipt of this request immediately and provide a firm timeline for completion of the review and delivery of any outstanding records.

Failure to comply with OPRA requirements may leave me with no alternative but to escalate this matter to the appropriate state authorities. I trust the Board will act promptly to address this issue.
