Dear Ms. Bailey,

On February 8, 2021, I was provided information about grants submitted by Stockton University for NJSCA grants for the Noyes Museum, School of Arts and Humanity and the Stockton Performing Arts Center.
The dates of submission for the Noyes Museum and the Stockton Performing Arts Center were redacted.

You state the date of submission information was redacted for these grants due to being classified as "confidential login data."

Please clarify why I was provided the date and time of submission for the School of Arts and Humanities grant which was submitted to the NJSCA on behalf of Stockton University by Ms. Pantelia Bairaktaris and was not redacted, since this is "confidential login data" for the Noyes Museum and the Stockton Performing Arts Center.

Dear S. Elaine: Your inquiry in unclear. No date and time information was redacted on the material just provided to you. Redactions were only made to unique login identifiers for the grant program website.

Please explain/clarify your inquiry.

Dear S. Elaine: You may wish to review the response and index again. Neither the response letter nor the Index state "the date of submission information was redacted" so that assertion is incorrect.

Dear Ms. Bailey,

I would like to clarify that the information for the date of submission for the Noyes Museum and the Stockton Performing Arts Center grants was missing on the information provided on February 8, 2021. However, the date of submission was provided for the School of Arts and Humanities grant in the information provided on February 8, 2021.

I would like to clarify why this information was not available for the Noyes Museum and the Stockton Performing Arts Center because it was classifiied as "confidential data," but the same information for the Arts and Humanities grant was now classified as "confidential data," and was provided to me.

Yours sincerely,

S. Elaine

OPRArequest, Stockton University

Dear S. Elaine: Your inquiry remains unclear. A comparison of your 11 OPRA
requests, and the University's subsequent responses thereto show that
responses were provided to the requests, as drafted. Given the
clarifications necessary for several unclear or invalid requests, perhaps
your latest request (or clarification) provided clarity regarding the
records sought.

I remain available to assist with any remaining inquiries.  However, as
stated in the University's response letters, if you believe your request
for access to a government record has been denied, you may challenge the
decision by: proceeding in the Superior Court of New Jersey, or, filing a
complaint with the Government Records Council (“GRC”) by completing the
Denial of Access Complaint Form.  You may contact the GRC by toll-free
telephone at 866-850-0511; by mail at P.O. Box 819, Trenton, NJ, 08625; by
e-mail at [email address]; or, at its web site located at

Thank you.

Dear Ms. Bailey,

On February 8, 2021, I received grant information from Stockton University regarding grants filed with the NJSA the Noyes Museum, School of Arts and Humanities and the Stockton Performing Arts Center.

Upon review of the document, the following information was provided for the School of Arts and Humanities and found on page 67:

Stockton University - School of Arts and Humanities 2109X370010
Version Date: 03/05/2020 14:46:21 Application Certification

I certify that to the best of my knowledge and belief the information in this application is true and accurate. I understand that submission of this application implies prior review of all representations therein by my organization's board or official governing body. I also understand and accept that in applying for this grant the organization is agreeing to comply with all grant contractual terms and conditions, and pertinent state and federal laws and regulations required of a grantee. I hereby authorize release of all public documents submitted as part of this application in accordance with state and federal laws regarding public access to information.

[] I accept and agree Authorizing Official:
Authorizing Official's Title:
Authorizing Board Member or Governing Body Name:
Authorizing Board Member or Governing Body Office:
Submitted By: Pantelia Bairaktaris
Name: Pantelia Bairaktaris Associate Director, ORSP
Harvey Kesselman Office of the President, Agency Administrator
Title Date 3/5/2020

The above referenced information was missing from both the Noyes Museum and the Stockton Performing Arts Center grant applications submitted to me. Since Ms. Bairaktaris and Dr. Kesselman are the official administrators of the Noyes Museum and the Stockton Performing Arts Center grants, this information should also be included in the grant information for those entities.

I’m therefore clarifying my request that the information missing from the Noyes Museum and Stockton Performing Arts Center be provided.

Yours sincerely,

S. Elaine

OPRArequest, Stockton University

Dear Ms. Elaine:  Per my prior correspondence, all responsive documents to
your stated request were produced.  There are no "missing" documents based
on your request.

Your rephrased OPRA Request No. 011321-1 made the following request:
On October 27, 2020, the New Jersey State Council on the Arts awarded the
following Stockton University entities 2021 Grant Awards:
Noyes Museum, $26,633
Performing Arts Center, $101,020
Stockton University (State of the Arts), $250,000
. . . .
I am requesting the grant application and/or documentation that Stockton
University submitted in order to receive the above referenced grants.

It is my understanding that the application is submitted to New Jersey
State Council on the Arts every three years and the award is made
annually.  The second and third year are renewals - no application was
submitted, therefore there are no records responsive to your new request.
Please note that further requests for records related to this will require
submission of a new OPRA request as your inquiries seek records and
information not previously requested.  To the extent it may be helpful,
you may also call me to discuss further.

Regards.
