NJSP OPRA, New Jersey State Police

Francesca Boccia,
I am reaching out to you regarding the following OPRA requests.
C229554 - BODY CAM OF OFFICER GSP160 JEREMY JMICEWICZ involved with
incident # T848/2025-00049744
C229555 - FULL AUDIO WITH BODY CAM FOOTAGE OF OFFICER EUGENE GRACE On the
scene(s)  in regards to incident # T848/2025-00049744
C229556 - FULL BODY CAME with audio of officer JUSTIN CHARKOWSKI on the
scene(s) involved with incident. number T848/2025-00049744
C229979 - FULL body cam with audio of  Officer Musa Morrison GSP 177 of
arrival and on all scene(s) until the end of shell involvement Involving
Cad/incident Number T848/2025-00049744
C229980 - FULL body cam with audio of  Officer Lance Pecina GSP 173 of
arrival and on all scene(s)  Involving Cad/incident Number
T848/2025-00049744
These requests are seeking the additional and remaining video recordings
that were generated in connection with a motor vehicle stop, that was
identified as the criteria of your previous OPRA request, C228949.
In review, C228949 had initially sought to obtain ALL Body Worn Camera
video recordings and Dash Camera video recordings that were generated in
connection with the specified motor vehicle stop.  Our office conducted a
search for responsive records and located a total of over 9 hours of video
recordings that had been generated by multiple Troopers and vehicles.  On
January 14, 2025, you were advised that providing a total of 9 hours of
video recordings with audio would substantially disrupt agency operations
and subsequently could not be filled. Thereupon you agreed to narrow the
scope of your request to include only the Body Worn Camera video and Dash
Camera video recordings of the primary Trooper (Tpr. Wright #9004), along
with the associated CAD Abstract Report (#T848/2025-00049744).  On January
23, 2025, we responded to your amended OPRA request C228949 accordingly,
providing you with a total of 97 minutes of video recordings.
Please be advised, as your additional requests listed above (C229554,
C229555, C229556, C229979, and C229980) collectively seek access to ALL of
the remaining Body Worn Camera video recordings, totaling over 3 hours of
video recordings, we will again require you to narrow the scope of your
request in order to continue processing.  Your request for 3 hours of
video recordings, which would need to be reproduced, reviewed and
potentially redacted in accordance with OPRA, is overly burdensome and
would substantially disrupt agency operations, having a direct impact on
DSP's resources. See Spectraserv, Inc. v. Middlesex County Utilities
Authority, 416 N.J. Super. 565 (App. Div. 2010); N.J. Builders Assn v.
N.J. Counsel on Affordable Housing, 390 N.J. Super. 166, 181 (App. Div.
2007)).
Accordingly, please let us know how you would like us to proceed with
processing your request.
Sincerely,
 SFC Donald Wyckoff

Dear NJSP OPRA,

Respectfully I don't want to talk legal term for this is not court setting.
however if you can generate the body cam footage of the officer when approaching traffic stop vehicle and interacting with other individuals in the vehicle it would be much appreciated
Yours sincerely,

Francesca Boccia

NJSP OPRA, New Jersey State Police

Francesca Boccia,
Thank you for your correspondence.  Please confirm the following and we
will proceed with processing your request accordingly.
In addition to the 97 minutes of video recordings that have already been
provided to you, you have made multiple, subsequent requests seeking
additional Body Worn Camera video recordings that were generated in
connection with the specified motor vehicle stop involving CAD incident
#T848/2025-00049744.
In effort to narrow the scope of your requests for Body Worn Camera video
recordings, you agree to amend these requests to be provided with only the
Body Worn Camera video recording of Trooper Musa Morrison #8945 generated
in connection with CAD incident #T848/2025-00049744.
Our office will continue processing your request, upon receiving your
confirmation response.
Respectfully,
SFC Donald Wyckoff
