I serve as special counsel for Mansfield Township with respect to tax
appeal litigation.  Your electronic OPRA request dated August 7, 2018 was
forwarded to me for response.  This response is being made to you on the
seventh 7^th business day within which to respond.  

Please be advised that your OPRA request neither requests nor identifies
any specific government record(s).  Under OPRA, a proper request must
identify with reasonable clarity those documents that are desired. 
Moreover, a party cannot satisfy this requirement by simply requesting
“all” of an agency’s documents.  See N.J.S.A. 47:1A-1; See also MAG
Entertainment, LLC v. Division of Alcoholic Beverage Control, 375 N.J.
Super. 534 (App. Div. 2005); Bent v. Stafford Police Department, 381 N.J.
Super. 30, 37 (App. Div. 2005). 

Notwithstanding the foregoing, your request references an April 11, 2018
bill list in relation to Freedom Group tax records.  You should be aware
that the Freedom Group tax appeal matters have been concluded.  The
services described on that invoice should have appeared on the invoice
pertaining to the Watters’ tax appeals.  Prior to your OPRA request, a
unique matter number was opened for the Watters’ appeals which will
prevent any similar confusion from occurring in the future. 

In specific response to your request, I am attaching the documents
requiring legal services for the Watters’ appeals referenced in the
invoice.

Please feel free to contact me if you have any questions.  This concludes
your request.
