I hereby request access to and copies of government records regarding the Flock Safety Automated License Plate Reader (ALPR) system utilized by your agency.
Specifically, I am requesting the system audit logs that record user access, system interaction, and search history for the timeframe of April 1, 2026, through the date of this request. This request encompasses, but is not limited to, electronic data or reports generated by the Flock Safety platform showing:
User identifiers: Username, name, or account ID of personnel accessing the platform.
Temporal data: Exact dates and timestamps of logins, active sessions, and individual search queries.
Search parameters: The criteria entered for searches (e.g., license plate numbers, vehicle makes/models, or geographic parameters).
Search justifications: Any case numbers, reason codes, or written justifications entered by users to authorize their search activities.
If your agency deems that any portion of these records is exempt from disclosure under OPRA, please redact the exempt portions, disclose the remainder, and provide a Vaughn Index or a specific statutory citation justifying each redaction or denial.
