Dear Brick Township,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:

For the period July 1, 2026 through July 31, 2026, I am requesting the following specific existing records concerning the Brick Township Police Department's use of Flock Safety and/or automated license plate reader (ALPR) data:

1. Flock Organization Audit / Search Log
The Flock Safety Organization Audit, search/access audit log, or equivalent existing record showing searches of or access to Flock/ALPR data by Brick Township Police Department personnel during July 2026.
Please include the fields maintained in the existing record, including where available: date/time, officer or user, case/incident/reference number, reason or justification, search type, and any result, status, disposition, or outcome field.

2. Flock Network Audit / Outside-Agency Access
The Flock Safety Network Audit or equivalent existing record showing searches of or access to Brick Township's Flock/ALPR data by other law-enforcement agencies or organizations during July 2026, including the accessing agency and the other fields maintained in the audit record.

3. Current Access and Audit Procedure
The current policy, general order, SOP, directive, or written procedure governing Brick Township Police Department access to Flock/ALPR data, including who may access it, what case/reference number and reason or justification must be entered, and how searches are reviewed or audited.

4. July Activity/Outcome Summary
Any existing July 2026 report, dashboard, spreadsheet, or monthly summary showing Flock/ALPR activity and outcomes, including hits, investigative leads, arrests, vehicle/property recoveries, or other recorded results.

I am not requesting that the Township create a new report, perform research, calculate statistics, or answer questions.

Please provide Items 1 and 2 in their existing electronic format (CSV or Excel, if available).

I am not requesting the underlying Flock photographs or vehicle-location images.

If any portion of a responsive record is exempt, please redact only the exempt portion and provide the remainder, identifying the specific legal basis for the redaction or withholding.

This request is also made under the common-law right of access. My interest is public oversight of the Township's use and auditing of ALPR technology.

My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.
