Fiscal cannabis data request
Dear Clerk,
My name is Giovanna Romero Sarubbi. I am a doctoral student and public finance researcher at Rutgers University-Camden. I am researching the legalization of recreational cannabis and its impact on NJ municipal public finance, while collecting data on related revenue sources.
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
1. local cannabis transfer tax,
2. cannabis user tax,
3. social responsibility revenue, and
4. any additional sources of local revenue, such as cannabis application fees.
My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.
Yours faithfully,
Giovanna Romero Sarubbi

Good morning,
I received your OPRA request for documents from Voorhees Township and I have processed it in our JustFOIA portal.
Voorhees Township uses a portal called JustFOIA to process OPRA requests. You can access the link for JustFOIA by visiting our website at www.voorheesnj.com. There is an OPRA link at the top right of the homepage. Click on the link and you will be directed to the Clerk’s page. Scroll down a bit and you will see where you can submit a “Municipal Records Request”. Once you submit the request, you should receive an email confirming your request and you will receive a security code to access your documents once they are added to the request.
You are not required to use the portal, but it is much easier and you will be notified via email when the documents are ready for access, especially if you plan to submit these monthly or quarterly. Also, sending through email won’t guarantee that I receive a request, as it may be flagged a junk or spam and I will not receive it. Please let me know if you plan to re-submit the request in the portal.
I have processed your request in the portal, and respectfully suggest using the portal in the future, although I know you are not required to do so, I just wanted to make you aware of the benefit of using the portal.
Please let me know if you have any questions.
Thank you,
Dee Ober, RMC
Voorhees Township

Dear Dee Ober (Voorhees Township, NJ),
Thank you very much for your promptly reply. Do you also have data for years 2021 and 2022? If so, could you also share the files for those years?
Yours sincerely,
Giovanna Romero Sarubbi
Dear Dee Ober (Voorhees Township, NJ),
I am following up with my previous email. Do you have any cannabis sale revenue tax records for years 2021 and 2022? And do you have any application fee records for years 2021 through 2025?
Yours sincerely,
Giovanna Romero Sarubbi
