I am writing in response to your OPRA request regarding Homebuyer Funds
information. Research and questions are not subject to OPRA. You may
contact the Planning Department at 973.266.5140 to ask for the numbers.
However, If you are requesting copies of the applications, please verify
and I will forward to the Planning Department for processing. After any
necessary redactions, I will forward to your attention directly. I look
forward to your email for clarification/verification. Thank you for your

Thank you for your prompt response to my inquiry regarding the city's First Time Homebuyer applicants.
I'm not sure why my request does not fall under OPRA, however I would still like to receive the data. Please note that calling 973-266-5140 is not helpful as it's near impossible to get a live person. I will graciously accept copies of applications with personal data redacted as you suggested.
My goal is to obtain the total number of applications made to the city for first time homebuyer funds in 2020 and 2021.
I would also like to know the total number of applicants that were approved, and actually received first time homebuyer funds in 2020 and 2021.

Good morning Clare Vision/Vishon,
City Hall is closed to the public and currently working with staggered
staffing. I'm sure if you left a voicemail, someone would have returned
your call.
In response to your concern regarding your request. A number is not a
document. The Open Public Records Act is a request for a document (paper,
video, CD, photographs) kept on file and maintained by a public agency
that is easily accessible - meaning it does not have to be researched and/
or generated.
You could have requested a list, or as I indicated in my previous email,
the applications. Those are documents that may or may not be kept on
file.
I will forward your request to the Planning Dept. Once I am in receipt of
a response, I will forward the response to your attention directly. Thank
you for your attention in this matter.

First, thank you so very much for the clarification and the instruction on how to request said documents. I realize during this time of COVID19, staffing times have been modified. As a tax paying citizen not only do I appreciate your prompt response, but I greatly appreciate your professionalism.

Attached please find the City’s response to your OPRA REQUEST. As per the
Planning Department, six applicants applied for the First Time Homebuyers
Program during the program year 2020-2021 was six (6) families. Two of the
families completed the process of closing on their home. This closes out
your file regarding the First Time Homebuyers Program. Thank you for your
attention in this matter.
