This is a request for public records made under OPRA and the common law right of access. Please acknowledge receipt of this message.

1) Any and all information and/or records generated since 3/1/2017 in reference to "First (1st) Amendment Audits", "Police Accountability", "Copwatching", "Copblocking", "Citizens Video Recording" and/or any other activities addressing persons who video-record and/or photograph local, municipal, county, state, federal, and/or military personnel and/or property for the purposes of accountability, education, and/or public awareness of law enforcement/government conduct, including but not limited to documents, emails, memos, bulletins, notices, letters, directives, "bolos", videos, slideshows, presentations, etc.
2) Any and all records and/or documents generated since 6/1/2016 referring to "Matt Tim", "POLICE STATE: NEW JERSEY", "PSNJ", "Gunnison Undercover", "Time to Change, Jersey Style", "NJ Wandering News", "Ironbound Media", and/or "ASK NJ Media Co." in reference to the above described activities.

Dear Catherine Kim,
I'm not legally required to fill out the agency's form and that my email request
is legally valid. Please comply with my legally valid OPRA request within the legal time period
of 7 business days. Pursuant to Renna v. County of Union (App. Div. 2009),
OPRA requests should be on the agency’s official OPRA request form.
However, a written request that is not on the agency’s official OPRA
request form cannot be denied solely because the request is not on the
request form. Written requests which are not on the form must mention
OPRA. Therefore, if a requestor elects not to use an agency’s official
OPRA request form, he/she must submit an otherwise written request that
clearly identifies itself as an OPRA request.

If you read the policy carefully, the County is not denying your OPRA on grounds that the OPRA request itself is invalid. The County reserves its discretion to partake on websites like OPRA Machine. The County is required to take specific steps to protect individual privacy whenever it uses third-party websites and applications to engage with the public. Upon examination of OPRA Machine's privacy policy, the County has determined that the third party website is not appropriate for the County's use.
If you wish to move forward with the request, the County will require a secondary e-mail address.

The county cannot discriminate against which email addresses that it will respond to. There is nothing in the OPRA statute or New Jersey case law that authorizes the County to exercise any "discretion" over whether or not these requests are valid. The e-mail address that I already provided is legally valid. Please comply with my legally valid OPRA request within 6 business days.

Despite the County's attempt to cooperate with you, you continue to refuse to provide an alternative e-mail address. As a result, your OPRA request is denied.

In regards to the blatant misrepresentation of an e-mail message being
displayed inaccurately on a Facebook Page entitled “New Jersey Corruption
Watch” (Link:

I have attached an exact print out (.PDF file) format (See attachment
titled “OrignalEmail.PDF”) of the e-mail as it exists in its original
form. The attached message was sent to you in a .EML (Email Message)
format (See attachment titled “EmailOPRA1.jpg”) , however it is being
inaccurately displayed in a .HTML format (See attachment titled
“FBPosting.jpg”), a format that differs from the one that was sent to you.
Since it is evident that this information on the Facebook Page is being
inaccurately represented & falsely accuses Christopher Citarella of
replying to an e-mail message dated April 2^nd 2018 I am requesting that
you either make a noted clarification to the posting or remove it in its
entirety. As you will see the reply was in fact sent from a Robert Pisano
([2][email address]) on April 2^nd, 2018 at 9:51AM , who is not employed by
the Monmouth County Sheriff’s Office.

Per our conversation and voicemail message(s) on 8-16-19.....
I received 3-4 separate responses with many documents with different type of files within them. The e-mail in question was in at least 2 files with different formats that I could locate. The one file didn't contain the complete e-mail. The other file did contain the complete e-mail though.
There wasn't a blatant misrepresentation of an e-mail message being displayed inaccurately on a Facebook Page entitled “New Jersey Corruption Watch”. I also do not have any 'official' connection to this Facebook page either. I did get in touch with the person who runs the page in order to remove the information regarding the Monmouth County Sherriff's Office. The person did remove the information from the Facebook page on 8-16-19.
I'm more about giving accurate information to the viewers than anything else. I apologize for any mistakes that were related to the release of the incomplete e-mail that I found within the documents that were given to me by the Monmouth County Sherriff's Office.
