Dear Clark Township,
This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
On 5/15/22, the Director of Recreation, through the Township Clerk, answered a previous request in which were provided the two below described documents:
- Memorandum from Chief of Police Pedro Matos dated 10/16/19 addressed to Ralph Bernardo, with a break down of the security costs of $5,088.79 for the UNICO Italian festival; and
- Memorandum from Chief of Police Pedro Matos dated 10/25/21 addressed to Ralph Bernardo, with a break down of the security costs of $4,192.32 for the UNICO Italian festival,
I am requesting proof of payment for the above mentioned memorandums/invoices, in form of issued receipt, accounts receivable ledger, bank deposit slip or any other record created by the Township of Clark showing said payments were made by UNICO, received and deposited into a bank account owned by the Township of Clark as required as per Municipal Code.
NOTE: It was already established UNICO paid for its own garbage disposal and did not pay any fees to the Township for the usage of the municipal property, which is not what is being asked for in this request.

Good morning. Please forward this email to Mr. Varady as we are seeking some clarification and the rest of the requested records.
Mr. Varady,
We acknowledge the receipt of the PDF (Unico Checks) in response to our request for requests. Despite those records not being generated by the town and not being part of our request, specifically the check dated 10/24/19, we will accept that specific check as part of your response since it shows some kind of proof it was deposited in the Township's bank account at Columbia Bank.
In response to second part of our original request, the Township provided a copy of an UNCASHED check dated 10/25/21, which was not requested, and does not in any way satisfy our request, which was for "... in form of issued receipt, accounts receivable ledger, bank deposit slip or any other record created by the Township of Clark showing said payments were made by UNICO, received and deposited into a bank account owned by the Township of Clark...". A copy of an uncashed/undeposited check issued by a 3rd party is not a record generated by the Township nor any of the specific records mentioned above.
Please advise if: 1) the Township plans to provide said records to properly satisfy our request; 2) said records proving the receipt of the payment for Clark Police Department's memorandum dated 10/25/21 and deposit of the same do not exist; or 3) the Township is denying our request.
Allow me to remind you the Township has been avoiding providing said records since May 15, 2022, despite numerous attempts and clarification. This is our last attempt before we sent this matter for legal review.
