following are redaction explanations:
(case #21-048178)
• The booking number, ID number, address number and date of birth have
been redacted pursuant to N.J.S.A. 47:1A-3.b., which grants access to
arrestee’s name, age, residence, occupation marital status, time and
date of arrest, text of charges, arresting agency, identity of
arresting personnel, amount of bail and whether it was posted.
• The name of the complainant and the complainant’s address have been
redacted pursuant to N.J.S.A. 47:1A-1. “A public agency has a
responsibility and an obligation to safeguard from public access a
citizen’s personal information with which it has been entrusted when
disclosure thereof would violate the citizen’s reasonable expectation
of privacy. Burnette v. County of Bergen, 198 N.J. 408 (2009).
• Pursuant to N.J.S.A. 47:1A-1.1, the social security number has been
redacted as same is personal identifying information.

• The booking number, ID number, address number and date of birth have
been redacted pursuant to N.J.S.A. 47:1A-3.b., which grants access to
arrestee’s name, age, residence, occupation marital status, time and
date of arrest, text of charges, arresting agency, identity of

• Pursuant to N.J.S.A. 47:1A-1.1, the driver’s license number and social
security number have been redacted as same are personal identifying
information.
• A photo has been redacted pursuant to Executive Order No. 9 (Hughes),
as photographs and other similar criminal investigation records which
are required to be made, maintained or kept by any State or local
governmental agency are exempt from disclosure.

• The booking number, ID number, name, address, municipality, state, zip
code, place of birth, date of birth, height, weight, hair, eyes,
complexion, occupation, and employer school (address, municipality,
state, zip code) have been redacted pursuant to N.J.S.A. 2A:4A-60.
Social, medical, psychological, legal and other records of the court
and probation division, and records of law enforcement agencies,
pertaining to juveniles charged as a delinquent or found to be part of
a juvenile-family crisis, shall be strictly safeguarded from public
inspection.
• A photo has been redacted pursuant to Executive Order No. 9 (Hughes),
as photographs and other similar criminal investigation records which
are required to be made, maintained or kept by any State or local
governmental agency are exempt from disclosure.
Three domestic violence reports are exempt from disclosure. N.J.S.A.
2C:25-33 (“Prevention of Domestic Violence Act of 1991”) states that all
records maintained pursuant to this act shall be confidential and shall
not be made available to any individual or institution except as otherwise
provided by law. N.J.S.A. 47:1A-9 upholds exemptions contained in other
State or federal statutes and regulations, Executive Orders of the
Governor, Rules of Court, Constitution of this State, or judicial case
law. Additionally, pursuant to N.J.S.A. 47:1A-1. “A public agency has a
