A review of this requested material will require more than a substantial
effort by the Borough Attorney to determine if this material will
implicate individual privacy concerns, public safety issues, attorney
client privilege and / or other exceptions under OPRA and, as such, his
initial cost estimate to undertake the review of the details of your
request is $330.00 based on an hourly rate of $110.00 an hour.  It will
also take an extended period of time to accomplish.  If you wish to post
an escrow for this amount, he can begin the necessary review as time
permits, and advise you if this amount will need to be increased, or can
be reduced.  It is his initial belief that this amount will more likely
increase due to the need to review some of the emails themselves, conduct
any implicated research, and would most likely require an additional
substantial effort by the Borough’s IT personnel which would be in
addition to the attorney’s effort, for which there will be an additional
cost.

Please be advised that you certainly can submit your OPRA requests in an
anonymous form, subject to the certification as to any convictions if that
may be applicable.  However, the Borough’s responding employees find your
email moniker very offensive and feel that it is harassing.  Consequently,
we will no longer respond to this address moniker.
