Fair Funding Formula for School Districts.
Dear New Jersey Department of Education,
This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
Please provide a document with the calculations, in accordance with 18A:7F-52 and 18A:7F-53, used in arriving at an equalized valuation multiplier of .014523812 and an income multiplier of .049819447 for TRRSD per the 2019‐20 EQA form provided by the NJ Department of Education with the state aid notices to school districts for their 2019‐20 budgets, including the detail of the adjustments made when a district’s calculated fair share exceeds their adequacy budget.
In terms of any computer programs used to calculate the equalized valuation multiplier and the income multiplier, please provide the document provided by NJ DOE to the software vendor detailing the calculations, computer algorithms or program coding used to make the computations of these multipliers based on relevant input variables.
Please provide a list of the Equalized Valuation Multipliers and Income Multipliers for all school districts in New Jersey.
Yours faithfully,
Maureen O'Hara
Ms. O’Hara,
The Department of Education does not make or maintain the requested
documents. Accordingly, the request is denied. Calculations are performed
in a proprietary computer program. The calculation methodology is
described in N.J.S.A. 18A:7F-52.c. The computer program was developed
internally by DOE staff.
Please be advised that the equalized valuation and income multipliers are
the same for all districts: Equalized valuation rate = .014523812; and
Income rate = .049819447.
A receipt indicating same and that your request has been closed is
attached.
