What was this expense for?
Was the truck operated by Joseph Cunningham Sr?
Which toll location was used so I may OPRA footage from the camera at the booth?

Your response to me was "This request is not for an identifiable government record as required by OPRA and applicable case law...".
My request is states, On June 19, 2019, check 19-00263 was issued to Joseph Cunningham Sr. I am requesting more information on this expense, details including "the route the truck was drove for this 'service', a copy of the toll receipts, and who was operating the vehicle". You are required by law to answer this questions in an OPRA request along with providing the documentation I asked for.

Your responded ‘This request is not for an identifiable government record as required by OPRA and applicable case law (see, MAG Entertainment v. Division of Alcoholic Beverage Control, which does not require a government entity to produce “information.”).’

The tolls that were reimbursed to Joseph Cunningham Sr for unit 2329 were paid for via a check from the Treasurer. The treasurer is required to get a copy of each receipt before issuing a check for reimbursement. The money used for reimbursing Mr Cunningham was through tax payers dollars, thus making this OPRA request valid. Once again, please supply the information requested.
