Dear Atlantic City Board of Education,

I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:Each fully-executed RFP submitted in 2016 when the contract to hire and manage substitute staff was put out for bid.

My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.

Mr. Dalnoky:
This email is in response to your OPRA request for Executed RFP's
submitted in 2016 to hire and manage substitute staff.
A similar request was made by you on November 25, 2024 and denied November
27, 2024 due to ligitation between you and the Atlantic City Board of
Education & ESS (Source4Teachers)
Your reply brief in response to both AC Board of Education and ESS
opposition was filed by you with the Appellate Division on December 5,
2024.
The decision by the Appellate Division is pending at this time.
I have attached the RFP submitted by the only bidder - Source4Teachers.
Based on the timeline above and this production, please advise if you will
be dismissing your complaint.
Thank you.

Paul Dalnoky,

Thanks for this, but I have already sent the court Clerk an Amended
Complaint adding ESS with a claim seeking a declaratory judgment. You can
figure out the rest out I would imagine. Again, thank you. Did I mention
that if we settle my claims, the great majority of the settlement funds,
80%, will go towards a non-profit organization for tutoring local
students. Anyway, for a third time, thanks, obviously I will drop first
Claim upon inspection.
