Dear Tom McGorry,

As you may know, Governor Philip Murphy signed Executive Order No. 103
declaring a Public Health Emergency and State of Emergency in New Jersey,
in response to the outbreak of Coronavirus Disease 2019 (hereafter
“COVID-2019”). Consequently, the County Administrator has taken emergency
steps to protect the health, welfare, and safety of Passaic County
employees and residents, including reassigning employees for essential
operations, to respond to COVID-2019.

Hereafter, any request for government records is a disruption in agency
operations, and the County of Passaic (hereafter “County”) reserves its
rights to answer within thirty (30) days. See. N.J.S.A. 47:1A-5(g). While
the County will endeavor to answer requests for government records in a
prompt fashion during the Public Health Emergency, it is reserving its
right and notifying requestors that, at the earliest, government records
shall be released on 6/5/2020 9:03:04 AM. The County also retains all
applicable legal arguments if this delay in response is challenged in
Superior Court or at the Government Record’s Council.

Thank-you for your anticipated cooperation. If there are any questions or
concerns, please contact the Office of County Counsel at (973) 881-4466.

Sincerely,

Kelly C. Ruf
