This email is to acknowledge receipt of your OPRA request dated 9/28/2020
and received via email on 9/30/2020.  This response is being provided on
the sixth business day after the request was received.

Please be advised, your request for “files relative to environmental
issues...” is not a proper request under the OPRA Statute. The Open Public
Records Act provides for citizen access to specifically identified public
records.  Searches, requests for information or requests that ask
questions are NOT valid OPRA requests. According to the Government Records
Council publication, “A Citizen’s Guide to the Open Public Records Act,”
OPRA requests must be specific:  Requestors must be as specific as
possible when requesting records. For example, requestors must identify
types of records, dates, parties to correspondence, subject matter, etc.

As a courtesy, I forwarded your request to our Building Department and
they have responded with the attached records.  This is not the result of
a comprehensive search.    If you are not aware of existing, identifiable
records, you may wish to schedule a file review with the relative
department(s).  For file review, you should contact the proper department
to make an appointment to review their files.  Contact numbers are listed
on our website at [1]www.redbanknj.org.  Since the OPRA Statute is to
ensure access to specifically identified records, there is no need to
complete an OPRA request to schedule a review of files. .

If you wish to request additional specific records through OPRA, please
submit a new request with the name of the records, the date of the records
and the subject matter of the specific records you are seeking.

This will close this OPRA request.  If you seek additional records, please
submit a new OPRA request.  Please feel free to contact me with any
questions.  Thank you.
