Enviromental Impact of New Expansions by Rowan
Dear Rowan University,
This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
1) Environmental Impact Statement of,
A)Discovery Hall
B)The Shreiber School of Veterinary Medicine
C)Jean & Ric Edelman Fossil Park Museum.
2) Reports of how many units of fossil fuels (oil, coal, natural gas, etcetera) are used to fuel, power, and heat the Rowan Campus
3) How much food is wasted or thrown away by Gourmet Dining at their various establishments and events, including but not limited to Holly Pointe
Yours faithfully,
Mx. Briggs
Good morning,
Please accept this as Rowan's partial response to your December 5, 2023 and December 7, 2023 OPRA requests. Your request and Rowan's response are below:
1) Reports of how many units of fossil fuels (oil, coal, natural gas, etcetera) are used to fuel, power, and heat the Rowan Campus. There is no document which is responsive to this request. However, the department that has this information advised that in FY23 416,740 MCF (natural gas) was used by the central plant at Glassboro Rowan.
2) How much food is wasted or thrown away by Gourmet Dining at their various establishments and events, including but not limited to Holly Pointe. There are no documents in Rowan's possession responsive to this request. Gourmet Dining does not provide Rowan with data related to food waste.
3) EIS's related to:
A)Discovery Hall
B)Shreiber School of Veterinary Medicine
C)Jean & Ric Edelman Fossil Park Museum
D) The Chamberlain Student Center Expansion Holly Pointe Commons
The EIS for the Veterinary School ("B) must be reviewed by the vendor for any confidential information, such as proprietary or trade secrets.
We are still trying to confirm whether there are EIS's for the Discovery Hall ("A), Fossil Park Museum ("C") and Chamberlain Student Center Expansion Holly Pointe Commons ("D"). If there are, we will need to assess whether they contain confidentiality clauses which may require submission to the vender for review.
In light of the above and the upcoming holidays, Rowan will need an extension until January 3, 2024 for its response regarding the EIS's. Normally, the documents are produced as they become available which may be prior to January 3, 2024. If you would prefer that the documents are all produced at one time, please let me know.
If you have any questions and/or would like to discuss this matter further, please do not hesitate to reach out to me at any time.
Thank you,
Arsinoe Feld, Esq

Dear Feld, Lorra Arsinoe,
Thank you for giving some of the documents that I asked for in my OPRA requests on December 5th and 7th. You requested an extension of the deadline to January 3rd to see if you have the EIS documents in regards to,
A) Discovery Hall
C) Jean & Ric Edelman Fossil Park Museum
D) The Chamberlain Student Center Expansion, and Holly Pointe Commons
It is now January 14th and there has not been a response to my request for EIS documents for those buildings. I am asking that you clarify if the requested EIS’s exist and to release them.
I would also like to explicitly request that any non-confidential information from these documents be shared even if some information must be removed, and that it be specifically stated what information must remain private and why. This would apply to the documents for items A, C, D, but also,
B)Shreiber School of Veterinary Medicine
Yours sincerely,
Mx. Briggs
Good morning,
Thank you for reaching out to me about your OPRA request. The reports are ready to be produced. After having a chance to review them, there are no redactions necessary.
Due to the large nature of the response (one report is over 1,000 pages), the reports cannot be sent via through email. I tried to send the documents via Google Drive but your email is "not supported" by Google Drive. Please advise if you have an email compatible with Google Drive. If not, please let me know how you would like the documents sent to you.
I apologize for the delay and thank you for your patience.

Dear Feld, Lorra Arsinoe,
Good evening, thank you for the prompt response. Please send all the requested information from the request in the below email and inform me if the files are still too large.

Good morning,
Please accept this as Rowan University's completed response to your OPRA request (attached hereto) wherein you sought, amongst other things, the Environmental Impact Statement Statements for various Rowan University properties.
As we discussed below, due to the large nature of the response, the files are being shared with you via google drive. You should receive a separate email from me which provides the link for you to access the drive. Please confirm to me your receipt of the files and if you were able to view them.
I believe this is a full response to your OPRA request and Rowan will close this request unless you advise otherwise.
If you have any questions and/or would like to discuss this matter further, please do not hesitate to reach out to me at any time.
Thank you,
