Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Pursuant to the New Jersey Open Public Records Act, N.J.S.A. 47:1A-1 et seq., I am requesting copies of the following government records:

All invoices, bills, and statements submitted to the Township of Andover by Harold E. Pellow & Associates (and/or any successor or affiliated entity billing under the name "Pellow") for the period January 1, 2022 through the present date, regardless of which fund or account the charges were coded to, including but not limited to:
General fund engineering services accounts
Escrow accounts held on behalf of any applicant, developer, or property
Capital accounts
Any trust or dedicated fund accounts
Any supporting documentation attached to or referenced by those invoices, including time sheets, expense breakdowns, or narrative descriptions of services rendered.

Please produce these records in their original electronic format (PDF or native file) where available, rather than as scanned bill-list summaries or meeting-minutes attachments, as those do not constitute the underlying invoice records being requested.

If any portion of this request is denied in whole or in part, please cite the specific exemption(s) relied upon pursuant to N.J.S.A. 47:1A-1.1 or applicable case law, and provide access to any reasonably severable portion of the record(s) as required by N.J.S.A. 47:1A-5(g).
