EMS Annex
Dear Union County,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
1. The current "EMS Annex" (which may also be known as ESF #8: Public Health and Medical Services) of the Union County Emergency Operations Plan (EOP).
2. Any current Mutual Aid Agreements or Standard Operating Guidelines (SOGs) specifically governing the activation of Ambulance Strike Teams or EMS Task Forces within Union County.
Redaction Note: I acknowledge that specific information, such as non-public phone numbers, personal home addresses of personnel, or specific security encryption keys, may be redacted pursuant to N.J.S.A. 47:1A-1.1. However, the functional policies, chain of command, and mutual aid protocols are requested in full.

Attached please find the responsive EMS annex; same has been redacted in
accordance with N.J.S.A. 47:1A-1.1 (12), Security measures and
surveillance techniques which, if disclosed, would create a risk to the
safety or persons, property, electronic data or software; and Executive
Order No. 21 (McGreevey 2002).
As to current mutual aid agreements/Standard Operating Guidelines re:
ambulance strike teams or EMS Task Forces, please be advised there are no
mutual aid agreements to provide. As to Standard Operating Guidelines,
same is exempt in accordance with N.J.S.A. 47:1A-1.1 (12), Security
measures and surveillance techniques which, if disclosed, would create a
risk to the safety or persons, property, electronic data or software; and
Executive Order No. 21 (McGreevey 2002).
