Dear Wall Township,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
- All correspondence related to shutting down Wall Township Police EMS to turn over to Monmouth County EMS/ Medstar program.
- All executed agreements between Monmouth County/ Monmouth County Sheriffs Office and Wall Township Township Committee and Business Administrator John Tobia related to turning EMS over to the county program.
- All proposed agreements between Monmouth County/ Monmouth County Sheriffs Office and Wall Township Township.
- Notices of notification and dates which Wall Township Police EMS employees received notification that the EMS division for Wall Township Police would be terminated.

For ease of reference the Township has broken your request into four parts:
1. All correspondence related to shutting down Wall Township Police EMS to turn over to Monmouth County EMS/ Medstar program.
2. All executed agreements between Monmouth County/ Monmouth County Sheriffs Office and Wall Township Township Committee and Business Administrator John Tobia related to turning EMS over to the county program.
3. All proposed agreements between Monmouth County/ Monmouth County Sheriffs Office and Wall Township Township.
4. Notices of notification and dates which Wall Township Police EMS employees received notification that the EMS division for Wall Township Police would be terminated.
With respect to Item No. 1, the Township is seeking clarification to conduct an email and/or text message search; we will require the following:

• Subject
Emails with the domain of @townshipofwall.com or @wallnj.gov are maintained by the Township. Emails sent to/from outside domains will be picked up if they have copied/sent to an email address with the township domain.
In addition, key word searches are extremely sensitive. For example, abbreviations like, “MV” for Motor Vehicle would pick up all emails that reference the letters “M” and “V” in sequence; producing thousands of results. Similarly, using employee titles like “Clerk” or “Collector” would likely produce all emails sent from those departments as they are a part of their signatures
Upon receipt of this information, we will begin our search for those responsive records. The more detailed the information provided will aid the search and quality of results. Pursuant to N.J.S.A. 47:1A-1 et seq the Township is provided seven business days to respond upon receipt of clarification
With respect to Item No. 2 and 4; no documents exist.
With respect to Item No. 3, pursuant to N.J.S.A. 47:1A-1.1, draft proposals are exempt from disclosure. See exemption No. 2, attached.
