Pursuant to the New Jersey Open Public Records Act (“OPRA”), N.J.S.A. 47:1A-1 et seq., I am requesting access to the following government records concerning Town of Dover employee Maria Solines:

1. Immediate Access Request: Pursuant to N.J.S.A. 47:1A-5(e), please provide Ms. Solines’s current salary and overtime information, including any existing payroll record identifying her current title or position and salary for calendar year 2026.
2. Any personnel action form, appointment document, change-of-status form, Civil Service or CAMPS transaction, resolution, payroll-change form, or other existing government record memorializing Ms. Solines’s appointment, transfer, reclassification, or change in title or position, including any appointment or change to the title Account Clerk, from January 1, 2026 through the present.
3. Any record responsive to Item 2 that identifies the effective date of the personnel action and the department, division, organizational unit, work location, position number, job code, cost center, or governmental assignment associated with Ms. Solines’s current position.
4. Ms. Solines’s time sheets, time and attendance records, or equivalent payroll records for the three most recently completed pay periods, including any portions identifying her title, department, division, organizational unit, work location, job code, cost center, or assignment.
5. Any current organizational chart, staffing roster, employee roster, departmental assignment list, or comparable existing record identifying the employees presently assigned to the Dover-Victory Gardens Shared Municipal Court, together with their respective titles or positions.
6. Any current organizational chart, staffing roster, employee roster, departmental assignment list, or comparable existing record for the Town department, division, or organizational unit to which Ms. Solines is presently assigned.

To the extent any responsive record contains information exempt from disclosure, please redact only the exempt information and provide the remainder of the record. This request does not seek confidential personal information otherwise protected under OPRA.

With respect to Item 1, I am expressly requesting immediate access pursuant to N.J.S.A. 47:1A-5(e) to the extent the responsive records constitute public employee salary or overtime information.

I also respectfully request expedited processing of Items 2 through 6 to the extent practicable. The requested records concern the current governmental employment and assignment of an individual who presently holds elected public office and are being sought to determine the nature of that individual’s current public employment and governmental assignment. This request for expedited processing is not intended to waive any rights or statutory response periods provided under OPRA.

If the Town does not maintain a particular record requested above, please identify that record as not maintained by the Town. If any responsive records are maintained by another Town department or official, I respectfully request that the request be forwarded internally as appropriate rather than denied solely on that basis.
