It's important to note that OPRA was amended in 2010 and the current version explicitly states "an individual's name, title, position, salary, [and] payroll record... shall be a government record."
#1 is missing information.
#2 is incomplete. I'm seeking payroll record(s) broken down by pay period(s) for clarification purposes.

I'm only making a mere suggestion at best.
Here's example of another town's (Borough of Interlaken) response for payroll for municipal employees. Most towns provides their payroll records in very similar documents. It's simple and streamlines the information in more of a concise way......both for the government and requestor.
