Employee Payroll and Pension Records
Dear New Jersey Government Records Council,
This is a request for public records made under OPRA and the common law right of access. I certify under penalty of NJSA 2C:28-3 that I have not been convicted of an indictable offense. Please acknowledge receipt of this message.
Records requested:
I'm requesting the following records of any and all employees for the year of 2017. Each employee record should contain: an individual’s name, title, position, salary(and longevity pay, overtime pay if applicable), payroll record, length of service, date of separation and the reason for such separation, and the amount and type of any pension received.....pursuant to N.J.S.A. 47:1A-10.

The Government Records Council (“GRC”) received your December 6, 2017 Open
Public Records Act (“OPRA”) request on the same day. Please see the
following response to your stated OPRA request:
1. Electronic copy of personnel records for all 2017 GRC employees
inclusive of individual’s name, title, position, salary (and longevity
pay, overtime pay if applicable), payroll record, length of service,
date of separation and the reason for such separation, and the amount
and type of any pension received: The GRC has reviewed your OPRA
request and determined that two (2) of the pieces of personnel
information sought are classified as “immediate access” records. These
items are “salary” and “overtime information.” N.J.S.A. 47:1A-5(e).
Thus, the GRC provides the following response to those two items
“immediately” as required under OPRA:
• Salary: The GRC must extend the time frame to respond through to the
end of the seven (7) business day time frame (December 15, 2017) to
allow time to locate each employee’s salary. Please note that the GRC
will provide this information as soon as it becomes available.
• Overtime information: Please be advised that no records responsive to
this subset of personnel information exist because no employees of the
GRC collect overtime pay. The GRC also notes that it is fairly
unfamiliar with longevity pay, but can confirm that no GRC employees
are compensated beyond their base annual salaries (which will be
provided shortly).
The GRC will be a position to provide a full response to the remainder of
your OPRA request on or before December 15, 2017, which represents the
seventh (7^th) business day to respond.

The Government Records Council (“GRC”) received your December 6, 2017 Open
Public Records Act (“OPRA”) request on the same day. Please see the
following response to your stated OPRA request:
1. Electronic copy of personnel records for all 2017 GRC employees
inclusive of individual’s name, title, position, salary (and longevity

and type of any pension received: On December 6, 2017, the GRC
extended the response time frame to provide salary information and
advised that no overtime/longevity records exist because GRC staff are
not compensated for such. The GRC provides the following full response
to your OPRA request:
In 2017, the GRC was staffed by the following six (6) individual: Joseph
D. Glover, Rosemond Bordzoe, Frank F. Caruso, John E. Stewart, Samuel
Rosado, and Husna Kazmir. For a listing of current GRC employees, please

name and position for each employee.
In accordance with the Council’s decision in Rodriguez v. Kean Univ., GRC
Complaint No. 2013-69 (March 2014), the GRC is providing links to each
employee’s profile on YourMoney.nj.gov. Please note that each page
includes the employees, name, civil service title (most match the position
with a few exceptions as noted below), salary, YTD paid, and Disbursement
payments (reflecting back pay from the State shutdown in July 2017):

Lengths of service for each individual employee can be calculated by using
the starting dates from the attached “Notice of Personnel Action” forms.
Please note that the GRC was unable to locate a “Notice of Personnel
Action” form for Mr. Rosado. Alternatively, the GRC is including in this
attachment his job offer letter dated August 13, 2013 indicating his start
date.
Additionally, the GRC made the following minor redactions to Mr. Rosado’s
letter due to the inclusion of personal information, which are exempt from
access under OPRA. N.J.S.A. 47:1A-1.

Regarding the date of separation and reason therefor, Ms. Kazmir and (most
recently) Executive Director Glover were the only employees to separate
from the GRC in 2017. Attached you will find letters of resignation
showing their dates of separation and reasons.
Additionally, the GRC made the following minor redactions to Ms. Kazmir’s
letter due to the inclusion of personal information, which are exempt from
access under OPRA. N.J.S.A. 47:1A-1.

Finally, no date of separation or reason therefor for the remaining
employees exist. Further, no the amount and any type of pension received

request received by the GRC on December 6, 2017.
