Dear East Orange City,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
Any and all communications, written and/or recorded between Paige Dworak, CEO of Carewell Health and any member of the City Administration regarding ambulance services being provided to the City of East Orange with or by Life Tech, Inc. DBA Life Ride between July 1st, 2024 and March 13th, 2025.
My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.

Dear Mr. Brown,
All the attached documents were from the RFP / Bid process from 2017 and 2019. It is also understood that the RFP in 2023 did not yield any responsible bidders and was dismissed with a resulting negotiated contract with the incumbent service till February 27th, 2025.
On February 26th, 2025, the eocityhall Instagram account posted "NEW EMERGENCY SERVICES ALERT! East Orange is partnering with Life Ride for Emergency Ambulance Services to bring enhanced medical care and ambulance service to the community, effective Thurs, Feb 27, 2025. #shareandrepost #eastorange #liferide #911 #onecity #onecommunity". Also attached was image titled City of East Orange Partners With Life Ride For Ambulance Services.
As this is not an extension of a prior contract, nor is it the result of a successful award from a bid proposal, I am specifically looking for:
1. Any contract, agreement, memorandum or any such document between the City of East Orange and Life Tech, Inc DBA Life Ride and/or;
2. if a document of the above nature does not exist, under what Scope of Work is the vendor/service providing services, how much is the vendor/service being compensated and on what schedule, under what statute and/or law is this "partnership" covered, and what is the reason for not utilizing the competitive contracting process?
