The Township of Livingston’s Municipal Clerk's Department has reopened to the public and will respond to your email as soon as possible. However, if submitting an OPRA request or inquiring about a previously submitted OPRA request, please realize that pursuant to P.L. 2020 Ch 10, OPRA deadlines are inapplicable during a State of Emergency and that record custodians ”must make a reasonable effort, as the circumstances permit to respond to a request for a government record within 7 business days or as soon as possible."

Pursuant to your request under OPRA and the common law right of access
submitted to the Township of Livingston on July 8, 2021 for “All emails to
and from Councilmen and Town Employees or outside Counsel which include
the subject line “Censorship at Town Hall” beginning September 30^th, 2019
to present”, please see the attached emails responsive to your request. 
According to N.J.S.A. 47:1A-1, a public agency has a responsibility and an
obligation to safeguard from public access a citizen's personal
information with which it has been entrusted when disclosure thereof would
violate the citizen's reasonable expectation of privacy", and therefore,
email addresses have been redacted.  Also, pursuant to N.J.S.A. 47:1A-1.1,
unlisted telephone numbers are exempt and since we do not know whether
phone numbers are unlisted or not, they are also redacted.
