Thank you for your email of Thursday, October 28, 2021 at 6:21 p.m.,
requesting an 'internal review of Livingston Township's handling of my
OPRA request " as to your  (undated) OPRA Request received on October 27,
2021 seeking:
    " On October 30, 2021 Glenn Turtletaub received an email from Patricia
Devils.  Please provide all communications to and from Patricia Devils
(based on the redacted email) with any town employee/official between
September 1, 2018 and present."
 
Please understand that it is not a "simple process" as you
characterize it, and  in order to respond to your request it requires
extra time. First, the Township IT Manager must retrieve and provide
emails from Pat Sebold from January 1, 2020 to October 27, 2021, and
then once retrieved, those emails have to be imported into Outlook to
comply with your request. It is then necessary to cull out only the ones
which appear as "Patricia Devils".  Then, the emails have to be
individually presented and scanned, after which they must be reviewed for
any necessary redaction. Then,  the redactions themselves must be made
prior to providing responsive documents to you. The redaction process in
particular can only be handled by the Deputy Clerk, as is the only one in
the office who knows how to do the extraction into Outlook, the required
format. Additionally,  her time is limited due to the pending Elections.

Please also note that two emails which were captured during our search are
not subject to OPRA, as personal  emails are not government records and
therefore not subject to disclosure under OPRA.  See NJSA 47:1A-1.1;
Michelson v. Wyatt, 379 N.J. Super. 611, 619 (App. Div. 2005).
