1. With respect to your OPRA request for “All Emails and attachments sent and received between Tyler Burrell and Gary Catrambone from 3-1-22 through today.” Clarification Requested. As written, this Request is overly broad, is subject to multiple interpretations, and does not identify with reasonable clarity those documents that are desired. See Bent v. Stafford Police Department, 381 N.J.Super. 30, 37 (App. Div. 2005). This request can be interpreted to mean either (1) those emails and attachments between only Mr. Burrell and Mr. Catrambone or (2) those emails and attachments between Mr. Burrell and Mr. Catrambone, without regard to whether the emails include other recipients (be it in the “to” or “cc” line of the email). Please advise which interpretation is correct or if neither is correct, please clarify what records are sought. Failure to clarify your Request within five (5) business days will result in the closure of this OPRA Request.
2. With respect to your request for “All expenses paid by Township for and all attendees to the league of municipalities conference from 2018-2022. Please also list the attendees.” Documents responsive to your Request are attached hereto for your review. Please note that since a custodian is not required to create new records in response to an OPRA Request, there is no separate list of attendees; however, the attendees are all identified on the responsive documents provided.
