Emails pertaining to memorandum 26-05
Dear South Plainfield Police Department,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
Pursuant to the New Jersey Open Public Records Act (OPRA), I request copies of the following government records relating to South Plainfield Police Department Memorandum No. 26-05, “Interaction with Borough Elected Officials,” effective February 2, 2026:
1. All emails sent by Chief Peter J. Papa transmitting, announcing, distributing, or directing compliance with Memorandum No. 26-05.
2. All emails sent by Chief Peter J. Papa to department personnel discussing the implementation, interpretation, or enforcement of Memorandum No. 26-05.
3. Any transmittal memorandum, cover memorandum, bulletin, or other written communication issued with or accompanying Memorandum No. 26-05.
To assist in identifying the requested records, I limit this request to records created or sent between January 1, 2026, and March 31, 2026.
Please provide the records electronically.
If any responsive record contains information that is exempt from disclosure, please redact only the exempt portions and produce the remainder, identifying the specific statutory exemption or other legal authority relied upon for each redaction.
My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.
Yours faithfully,
Fred Young

Dear Lloyd McNelly,
Thank you Lieutenant, is it common practice for the department to have the borough attorney review opra requests?
Yours sincerely,
