We are in receipt of your April 25, 2023 OPRA request. Pursuant to OPRA, a response from Rowan University is due within seven (7) business days, which is tomorrow May 4, 2023. Please note that the information you requested, namely "department emails, employees/graduate employees: Former Greek Office Director Gary Baker, Emmalee Holaday, CHARLES LEO KUSKI, Jennifer Probert, Maria Pattison, Cindy Threatt, Brandy Bennett, Robin Brelsford, Drew Tinnin, "[email address]", "[email address]", "[email address]", Jules Paolini, Ilse Hyde, and Ashley Castro containing in subject or body message any of the following: "Delta Chi" , "Delta-Chi" , or "Delta-Chi Provisional Chapter", "Delta Chi Provisional Chapter", "FIJI", "Rho Nu" , "Rho-Nu" or "Phi Gamma Delta" for the date range of January 1st 2019 to present." When downloading the emails, we hit a technical problem that is hindering our access to the data. Our IT department is working on it and believe that it will be resolved by the end of the week, if not sooner. Once we have access to the emails, they will need to be reviewed for any duplication, confidential or non-relevant information which may need to be redacted. Therefore, we are requesting an extension of 10 business days or until May 17, 2023 for our response.

Unless we hear otherwise, we will assume there is no objection to our request.

Please accept this as Rowan's completed response to your OPRA request wherein you sought "any and all emails sent or received from or to any "@rowan.edu" via Electronic mail domain: "@deltachi.org", "@phigam.org." Due to the large nature of the response, the response cannot be sent via email. Instead, the files are being shared with you via google drive under a separate email from me. Please confirm to me your receipt of the files and if you were able to view them. In the past, there have been some issues for people with similar email addresses accessing the drive. If this happens here, please advise know as soon as possible if there is another way we can send you the documents, such as a gmail account, thumb drive, snail mail or any other way that works for you. I will be out of town for the next two weeks so I copied Mr. Gargano who will be able to assist you if there is a problem.

The following redactions have been made to the attached documents, pursuant N.J.S.A. 47:1A et seq. Specifically No. 1 -Privacy Interest - "a public agency has a responsibility and an obligation to safeguard from public access a citizen's personal information with which it has been entrusted when disclosure thereof would violate the citizen's reasonable expectation of privacy." In this case, the following personal identifying information has been redacted: Unlisted Phone Numbers and Personal Emails.

In addition, the Family Educational Rights & Privacy Act (FERPA)(20 U.S.C. section 1232g) requires written consent for disclosure of non-directory personally identifiable student information. This includes students' GPAs or other identifying information. Accordingly, GPAs as well as any information not designated by Rowan as Directory Information has also been redacted with regard to students.

Finally, we also withheld and/or redacted any documents related to student records or grievance or disciplinary proceedings. OPRA specifically exempts records kept by "any public institution of higher education, . . . deemed to be privileged and confidential," such as "information concerning student records or grievance or disciplinary proceedings against a student to the extent disclosure would reveal the identity of the student," are protected. N.J.S.A. 47:1A-1.1.

I believe this is a full response to your OPRA request and Rowan will close this request unless you advise otherwise.
