Monetary compensation to Bibi Taylor Edwards emails info 12/1/2022 to
12/15, 2022- The sender, recipient, and subject of Edward Oatman's emails
from 10/8/2023 to 10/22/2023 and Documents related to removal of the
sunken excavator at Ash Brook Golf Course including purchase orders
requisitions, quotes, contracts and emails on 11/8/2023. OPRA requires
that a response be provided within 7 business days, beginning the first
business day after receipt of the request. We will have a response
prepared by 11/20/2023. Records are typically provided to requestors in
electronic format, for which there is usually no cost. However, the County
will advise of any fees before the charge is incurred.

OPRA ordinarily grants immediate access to budgets, bills, vouchers,
contracts (including collective negotiations agreements and individual
employment contracts), and public employee salary and overtime
information. While the County makes every effort to provide immediate
access to such documents, processing may take longer depending on the
amount of records requested, medium requested, if documents are in use, if
redaction is required or documents are in storage, or if the request
requires extensive work to complete. The same is true for requests for
non-immediate access documents. When additional time is needed to process
a request, the County provides requestors with written updates
accordingly.

If no records are available, or the record(s) are exempt in accordance
with OPRA, the County will advise accordingly; if your OPRA request is
denied, you have a right to appeal the decision. You may file your appeal
with the New Jersey Government Records Council (GRC) or the New Jersey
Superior Court, as provided by N.J.S.A. 47:1A-6 and 7. For additional

Please be advised that this request will take extensive effort to process.
The estimated processing time is 61.5 hours. In accordance with N.J.S.A.
47: 1A-5c, a special service charge will apply to process this request.
Using the hourly rate of a Keyboarding Clerk 1 ($32.23), the approximate
special service fee is $1,982.14. Dedicating approximately 4 hours per
week to this task, subject to employee availability depending on workload,
processing will take an estimated 15 weeks.

Please note that the County has made every effort to ensure that the
employees assigned to this task have been identified as the minimum
personnel necessary to properly and effectively process this request, in
terms of both the total number of hours and in hourly wage. Upon receipt
of the special service fee—payable to the County of Union—the request will
be processed. Please note that the above hours and charges are only an
estimate, and you will only be charged for the number of hours actually
expended to process your request. (The service charge doesn’t include the
statutory per-page copying charge, should you wish to buy paper copies of
the documents.) If the total review time exceeds the estimate, an
additional charge may apply. If the total review time is less than
estimated, a refund for the difference will be issued to you.
