Emails between borough council members and borough employees
Dear Seaside Park Borough,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
Any emails from the Borough administrator, borough clerk, assistant borough clerk, borough CFO, Chief of Police, Mayor and any council member that contain the words or phrases "PBA", "negotiations" "negotiate", "CBA" "collective bargaining agreement" "unfair labor practice" "contract" "PBA LOCAL 182" "LOCAL 182" that were sent or received from any of the list borough employees and council members dating back to July 1, 2025 to present.
My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.
The cost I approve for this request is $0.00. If such a cost is required, please provide clear instructions.

Dear Requestor,
On December 11, 2025, the Borough of Seaside Park forwarded a special
service charge pursuant to N.J.S.A. 47:1A-5 as follows:
Please be advised that fulfillment of this OPRA Request will require an
extraordinary expenditure of time and effort. There are a total of 6,253
files responsive to your request. To review and redact each file will take
an estimated 543.58 hours to complete, and at the rate of pay of the
lowest paid individual qualified to review and redact the footage, this
will result in a total charge of $14,790.81.
OPRA mandates that the requestor shall have the opportunity to review and
object to the charge prior to it being incurred. See N.J.S.A. 47:1A-5.c.
As such, a detailed estimate is provided above:
6,523 files X 5 minutes per file = 32,615 minutes
32,615 minutes / 60 = 543.58 hours
543.58 hours X $27.21/hr = $14,790.81
50% deposit: $7,395.41
The total estimated special service charge is $14,790.81
Please note: this is an estimated service charge that is subject to change
based on the actual amount of time spent reviewing and redacting the
responsive records.
Please advise your acceptance or rejection of the special service charge.
If accepting, please advise the payment method. The Borough will not begin
to process this request until the 50% deposit is received.
No response or rejection of the special service charge will result in the
closure of this request.

In our special service charge email dated December 11, 2025, it stated
that "a failure to respond to this email in writing within 7 business days
(December 22nd) will result in the closure of your request." As of today,
December 23, 2025, we have not received a response.
This OPRA Request is now closed. If you would like to continue to request
documents from the Borough of Seaside Park, please submit a new OPRA
Request.
