Good afternoon,
We are replying to your OPRA request identified below. Your request is
not a proper form of OPRA request in that it does not adequately
identify specific government records sought and is overbroad. OPRA
requires disclosure only for specific, identifiable documents, not for
non-identifiable requests for information encompassing an unknown
subject. Wholesale requests for general information to be analyzed,
collated and compiled by the responding government entity are not
encompassed within OPRA’s disclosure requirements. Mag Entertainment LLC
v. Division of Alcoholic Beverage Control, 375 N.J. Super. 534 (App.
Div. 2005); Elcavage v. West Milford Twp., GRC Complaint Nos. 2009-07
and 2009-08 (March 2010) (General request for non-identifiable e-mails
is invalid); Gatson v. Morris County Prosecutor’s Office, GRC Complaint
No. 2010-276 (Request for “any and all” information is not a valid OPRA
request). With respect to OPRA requests for e-mails, the Government
Records Council ruled in Gatson that “In accord with MAG, supra, and its
progeny, in order to specifically identify an e-mail, OPRA requests must
contain (1) the content and/or subject of the e-mail, (2) the specific
date or range of dates during which the e-mail was transmitted or the
e-mails were transmitted, and (3) a valid e-mail request must identify
the sender and/or the recipient thereof.” Gatson v. Morris County
Prosecutor’s Office, GRC Complaint No. 2010-276. (Emphasis in original).
As your request does not comply with the required
specificity, I am denying it for the above reasons.

All emails between Brian Graham and Robert McGarry sent in the time period April 1, 2018 and June 30, 2018 pertaining to Martin's work as school resource officer.

Good afternoon,
We have searched our email system based upon the parameters provided in
your OPRA request. Attached is the sole government record responsive to
your request. We have removed the referenced video from the email, for the
reason that security system recordings constitute security information or
procedures, including but not limited to identification of monitoring
locations, which if disclosed would jeopardize security of the District’s
buildings, facilities or persons therein. Further, we have determined that
protection of personal privacy in this instance outweighs any other basis
for disclosure of this video.
