We are responding to your OPRA request dated August 8, 2018. Please be
advised that the District’s central office is closed on Fridays during the
summer; accordingly, this response is sent within seven District business
days.

 Your request is not a proper form of OPRA request in that it does not
adequately identify specific government records sought and is overbroad.
OPRA requires disclosure only for specific, identifiable documents, not
for non-identifiable requests for information encompassing an unknown
subject. Wholesale requests for general information to be analyzed,
collated and compiled by the responding government entity are not
encompassed within OPRA’s disclosure requirements. Mag Entertainment LLC
v. Division of Alcoholic Beverage Control, 375 N.J. Super. 534 (App. Div.
2005); Elcavage v. West Milford Twp., GRC Complaint Nos. 2009-07 and
2009-08 (March 2010) (General request for non-identifiable e-mails is
invalid);Gatson v. Morris County Prosecutor’s Office, GRC Complaint No.
2010-276 (Request for “any and all” information is not a valid OPRA
request). With respect to OPRA requests for e-mails, the Government
Records Council ruled in Gatson that “In accord with MAG, supra, and its
progeny, in order to specifically identify an e-mail, OPRA requests must
contain (1) the content and/or subject of the e-mail, (2) the specific
date or range of dates during which the e-mail was transmitted or the
e-mails were transmitted, and (3) a valid e-mail request must identify the
sender and/or the recipient thereof.” Gatson v. Morris County Prosecutor’s
Office, GRC Complaint No. 2010-276. (Emphasis in original). We are
therefore denying your request on the basis that it fails to adequately
identify the specific records sought as outlined in the above
requirements.
