Email attachment outlining supervisory assignments

This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
Sergeant Kevin Fair, PIO of the ACPD, sent an e-mail on 25 November 2019 at 11:02 am to members of the command staff, of the ACPD. The e-mail was titled "Updated Supervisor Assignments". The e-mail contained an "attachment" thereto. The attachment contained the names, ranks and positions of members of the organization whom were chosen for promotion. The attachment also contained the "new" positions and or assignments of which those promoted would be filling within the organization.
1. I am requesting the e-mail, titled "Updated Supervisor Assignments", authored by Sergeant Kevin Fair on 25 November 2019 at 11:02 am.
2. I am also requesting the "attachment" to the e-mail which contained the "new assignments" for promotional recipients. This attachment contains the names, ranks and assignments of the promotional candidates. It is this attachment, which triggered the e-mail sent by Fair titled "Updated Supervisor Assignments".

I am writing to request an internal review of Atlantic City's handling of my OPRA request 'Email attachment outlining supervisory assignments'.
This is my second or third request attempting to obtain this email. Each time the request just “dies” and I no longer get a response. I do not wish to take legal action but it appears as though it may be my only option. OPRA was enacted and put into place to assure that government be transparent, clearly this still does not appear to be the case in Atlantic City. I am however still hopeful that I will receive a response.
