I am in receipt of your request for the below referenced records. Please be advised that these records do not exist. Rowan does not maintain documents that are responsive to your request insofar as there are no documents that track employee emails in that manner (ie. Sender, recipient, date and subject). As you are aware, the New Jersey Open Public Records Act does not require Rowan create a document to satisfy your request. An OPRA request, by definition, must seek a specific government record. If the OPRA request asks for information and necessitates the public entity to create a new document that was not in existence before the request was made, a public entity may deny the request.
Because the records sought do not exist, Rowan University must unfortunately deny the request. Please feel free to reach out to me with any questions and/or comments.
