Elected Official Salaries, Benefits, and Reimbursements

This is a request for public records made under OPRA and the common law right of access. Please acknowledge receipt of this message.
Records requested:
1) documents or statements sufficient to show the current annual salary of the Mayor and each member of the governing body.
2) documents or statements sufficient to show the salary paid to the Mayor and each member of the governing body during the year 2017.
3) documents or statements sufficient to show all benefits bestowed upon each elected official during the year 2017, including but not limited to health insurance, pension benefits, government vehicles, EZPass/parking permits, stipends/allowances, bonuses, or other perks.
4) documents of statements sufficient to show all benefits bestowed upon each elected official during the year 2018, including but not limited to health insurance, pension benefits, government vehicles, EZPass/parking permits, stipends/allowances, bonuses, or other perks.
5) documents or statements sufficient to show all reimbursement payments made to each elected official during the year 2017.
6) documents or statements sufficient to show all reimbursement payments made to each elected official during the year 2018.

Thank you for your response. The file provided is somewhat confusing. I will need an explanation of the following column headings: RETRO, DCRP, and PER.
Additionally, I will need clarification as to whether any of the elected officials have received health insurance, pension benefits, government vehicles, EZPass/parking permits, stipends/allowances, bonuses, or other perks, as requested in items #3 and #4 of my request.
Further, I will need clarification as to whether any reimbursement payments have been made to any of the elected officials, as requested in items #5 and #6 of my request.

Dear Mr. Kratovil,
Further to your May 21st email, be advised that the elected officials of the Township do not receive health benefits. However, one council member is grandfathered into the (“PERS”) New Jersey Public Employee Retirement System, where the Township contributes around 13.37%; the percentage of the PERS contribution varies from year to year. The other elected officials are in the (“DCRP”) Defined Contribution Retirement Plan, where the Township contributes 3% of annual earnings. As for the “RETRO”, that was part of their regular earnings - it was coded as “RETRO” to make the council members whole in earnings for that year. There are no earnings for stipends/allowances, etc. that were issued through the Township’s Payroll Department. We will check with the Township Finance Department to confirm whether any vouchers were issued, but for the Payroll Department, there are none.
We hope the forgoing helps to clarify some of the language used in the document which was provided to you.
