Elbo Lane Aquifer Storage & Recovery (ASR)/Pipeline Ops, 2025 Water Emergencies
Dear Mount Laurel Township,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
1. All operational logs, pump records, and maintenance reports for the Elbo Lane Water Treatment Facility and Aquifer Storage & Recovery (ASR) Facility from January 1, 2025, to present, including daily/weekly extraction volumes from the Potomac-Raritan-Magothy (PRM) aquifer, any interconnection activities with the Colonial Pipeline Pennsauken Delivery Facility (10 Elbo Lane), and details on any coordinated shutoffs, integrity digs, or unmapped tie-ins.
2. All incident reports, work orders, and after-action summaries for water or sewer emergencies in 2025. For example;
·The March 2025 unplanned outage in the Rancocas Woods area (near Little Texas/Elbo Lane).
·Any main breaks, leaks, or low-pressure events (e.g., the two sewer main leaks referenced in the February 20, 2025, MUA Board minutes).
·The July 3-4, 2025, emergency work on Union Mill Road / North Lake Drive (incident #2025-29113 or related).
Please include causes, durations, affected areas, and any redacted sections from prior OPRA responses.
3. Full logs and transcripts of all Civic Ready (Burlington County emergency notification system) alerts issued by the MUA in 2025 related to water/sewer issues, including drafts, send lists, and any internal notes on non-publicized events (e.g., boil notices, conservation triggers, or supply strains).
4. Any DEP or NJAWC correspondence in 2025 regarding water supply matters, unallocated water reports, interconnection inspections, or drought-related advisories (as referenced in the February 20, 2025, MUA Board minutes).
Lastly, my preferred delivery method for response(s) to this request is by E-mail attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.

The Township received your five October 26, 2025, emails labelled as OPRA requests. The Township provides this timely response.
You have requested the following:
1. RESPONSE: The Township’s IT contractor is running the search to determine if any responsive records exist. Note b, c, and d above seeking “any agent” emails are too broad to be considered and that portion of the request is denied.
6. **All corporate filings, correspondence, or internal notes** referencing:
a. The **name change** from "1021 Union Mill Road LLC" to "Union Mill Road LLC"
b. Any **shared addresses**, officers, or registered agents between the above entities
c. Any **subcontractor agreements** between Platinum Construction and Union Mill Road LLC or CoreOne
RESPONSE: Request denied. The Township does not maintain records for private companies.
7. **Redaction logs** for any withheld records (required under OPRA).
RESPONSE: Request denied. None of the responsive documents to date require redactions.
8. **All site plan applications, revised plans, settlement agreements, and correspondence** related to the warehouse approved August 11, 2022 (Union Mill Road LLC / Walton Avenue / ~24.54 acres), including:
a. The **out-of-court settlement** with the Planning Board
b. Any **end-user proposals**, lease drafts, or letters of intent
c. Any **cannabis cultivation/manufacturing** inquiries or conditional use discussions
RESPONSE: Request partially denied. A proper request for emails, memos, notes or communications must include the name of the sender/recipient, date range and keywords. Your request for communications includes none of these factors. Additionally, your request for all site plan applications, revised plans, and settlement agreements is overbroad. According to MAG Entm't, LLC v. Div. of Alcoholic Beverage Control, 375 N.J. Super. 534, 546 (App. Div. 2005), OPRA "is not intended as a research tool litigants may use to force government officials to identify and siphon useful information." Rather, OPRA simply operates to make identifiable government records readily accessible for inspection, copying, or examination. You are invited to schedule an appointment with the Township to review the planning board file for this property and then determine which records if any you seek copies.
9. **All building permits, subcontractor bids, or contracts** involving:
a. Platinum Construction Co.
b. Marcello D’Aureli
c. Any entity using 1021 Union Mill Road as a mailing address.
RESPONSE: Request denied. Building permits are not considered public records subject to release under OPRA. See DCA Bulletin on construction permits and construction plans. (2003).
