Rob:

It would be much ore efficient if you would communicate with details, back-up, etc. Your piecemeal responses create unnecessary back and forth.
The issue still needs to be discussed based on a number of parameters. We all need to be on the same page. Our Board deserves the right to a discussion for a common understanding. As requested, please put it on the Work Session Agenda.
Please confirm the date and time.

Thanks.
Linda

Based on an email I received from the chief, it is the dog parks flag. The dog park is a tenant of the boro and responsible for flag maintenance.

Rob:

Your answer is not satisfactory, since it is short, curt and did not answer my questions.
Is the dog park flag not located on borough property? Why should it be handled differently. Please answer the questions below so that there is clarity, direction, and agreement.
There was never any discussion that this was the dog park responsibility.
As requested, in addition to answering the questions, please add it to the Borough Council Work Session.
As a Board, we work as a team and handle different aspects/issues/opportunities as they arise. I will be the point person on our Board to handle this going forward.

Thanks.
Linda

Linda,
The police/DPW do the other flags in town. The maintenance of the flag at the dog park is the responsibility of the dog park, not the boro. If Eileen was not clear about my text she should have reached out.

Subject: Flag at the Glen Rock Dog Park

Hi Rob:

As you are aware I am on the Board of the Glen Rock Dog Park. Eileen forwarded to the Glen Rock Dog Park Board your note that you sent earlier today to her regarding still receiving requests to have the flag at the dog park to be lowered to half-staff. With regard to this, I have a number or questions I have documented below.

She also received the text below on Thursday, 7/23, apparently from you, and thought it was an FYI and that the Borough would be handling. Is that not the case? "Who" exactly is receiving these requests, and subsequently who is responsible/what are the action items?

Immediately prior to your text to Eileen on Thursday, 7/23, the non-profit received a nasty and threatening message regarding the flag from resident Laura Occhipinti.

Questions :

1) Is the Borough aware the flag at Upper Faber is also at full staff?
2) Have you received any requests to lower the flag at Upper Faber?  Or is it only requests for the dog park?
3) What group is responsible for raising and lowering the flags on Borough property?
4) Is the flag at the dog park considered Borough property?  If not, what is it considered?
5)  How does the Borough receive notification of Federal or State requests to lower the flag?
6) How is that notification communicated to others?
7) What are the parameters of the Federal or State requests to fly the flag at half staff?
8) When were the other flags in the Borough lowered to honor Congressman Lewis? Who/ what group(s) lowered them?
9) Who / what group lowers the flag at the 9/11 Memorial?

These questions are pretty basic and should help to provide clarity.
In addition to answering the questions, please forward the actual requests you referred to and also please add a flag discussion topic to the next Borough Council work-session agenda so this can be sorted out.

Looking forward to your response(s) in a timely manner.

Thanks.
